Here’s the The Last Of Us Part II Arms Master Trophy Guide.
You will need to upgrade both:
To do so you need parts and lots of them, 1920 in fact.
Parts can be found throughout the various areas and are found easiest by turning on the Enhanced Listen Mode (Pause> Options> Accessibility> Navigation And Traversal> Enhanced Listen Mode> On> Scan Range> 30m> Scan Time> 1s).
You can then hold R1+Circle to send a sonar out which will show you the locations of all nearby items which won’t only work for Parts but everything you can collect whether you need it or not.
Keep checking the areas as you go to get the required parts as smoothly as possible.
You will need to find the weapons, some of which are with you from the start of a players respective playthrough where-as others need to be procured out in the world.
When you have a weapon and a given number of parts you will need to upgrade the weapon at a Workbench (Click the link to go to the Prepared For the Worst Trophy Guide which will show you all 25 Workbench locations).
In order to acquire the 1920 parts you will need to complete nearly 2 complete playthroughs (can be done on any difficulty) with one playthrough on New Game and another on New Game + directly after finishing the New Game run.
